Directive 2019/882 requires accessibility for e-commerce, banking, transport, e-books, and other consumer-facing digital services. All 27 EU member states must enforce it from June 28, 2025. Micro-enterprises (fewer than 10 employees and under EUR 2 million turnover) are exempt.

Directive 2016/2102 has been in force since September 2020 for all public sector websites and since June 2021 for mobile apps. All EU public sector bodies must meet EN 301 549 (WCAG 2.1 AA) and publish an accessibility statement.
National implementations vary: Germany enforces via BFSG (Barrierefreiheitsstarkungsgesetz) with fines up to EUR 100,000. France uses RGAA with a public compliance scoreboard and fines of EUR 20,000. Italy enforces Legge Stanca with AGID oversight. Spain requires compliance under Real Decreto 1112/2018. Each member state has its own enforcement body and penalty structure.
